The Circular HRM project - Improving circular skills and jobs through training in human resources management, aims to develop training modules so that the management of companies' human resources integrates the principles of the circular economy into its approach. POUR LA SOLIDARITÉ-PLS is the leader of this innovative project, co-financed by the Erasmus+ programme and supported by a partnership of 7 European organisations.
The Circular HRM project is the result of an observation: in 2019, the European Commission declared that all 54 measures of its action plan for a circular economy - adopted in 2015 - had been implemented or were in the process of being implemented. The circular economy aims to create loops of positive values by increasing the efficiency of resource use at each stage of the product life cycle while reducing its environmental impact and developing people's well-being.
When we speak about a circular economy, we are referring to a whole series of concepts and practices related to the reduction of the use of natural capital (our resources), to the optimization of physical and technical capital (eco-design, industrial ecology, recycling, etc.) but we never speak of what this implies in terms of human capital. Human resource" or "human capital" represents a person's skills, talents, qualifications, experiences. This capital is one of the pillars of the way companies operate. It is therefore unimaginable that the transition towards a circular economy would not be complete without a new approach to human resources management.
This is the objective of this ambitious project, which aims to develop training modules for different target groups within the company, mainly HR managers, managers and employees. The very innovative aspect of this project has pushed the partnership to focus first of all on a specific industrial sector; eco-companies. These companies will be more likely to be familiar with the principles of the circular economy and that is why the Circular HRM project first wants to test and develop these training modules with this sector, before being able to offer them to all types of companies
When we talk about the Circular Economy we are referring to the terms of natural capital (better management of resources/ reduction in their use), physical or technical capital (processing, production, recycling); but not much to the concept of human capital. However, the transition to a circular economy will not be complete if the human dimension is forgotten. A new approach to human resources management (HRM) must be adopted so that the circular economy can also respond to the social problems that the linear economy produces (unemployment, skills mismatch, stress and depression in the workplace, work of ageing populations, etc.). Workers need to develop a long-term and interdisciplinary thinking. Creativity, consciousness and pro- activity will be essential for the human resources (HR) of the future. The development of the HR according to circular economy principles is an important precondition for a sustainable and competitive economy. A circular HRM can plan a durable and sustainable design and maintenance of skills in the firm in contrast with the current linear model of hiring, maintaining, overloading and dismissing.
Implemented by a consortium of eight project partners, led by POUR LA SOLIDARITE ASBL, the Circular HRM project aims at developing a Circular HRM model that will support the transition of European SMEs of the eco-industry sector from a traditional, linear HRM model, to a circular HRM model that enhances the regeneration of skills and competences at workplace and favors circular and sustainable businesses and organizational models.

Circular HRM supports the transition of European SMEs of the eco industry sector from a traditional, linear HRM model, to a circular HRM model that enhances the regeneration of skills and competences at workplace and favors circular and sustainable businesses and organizational models. Eco-industries are defined as those sectors within which the main –or a substantial part of –activities are undertaken with the primary purpose of the production of goods and services to measure, prevent, limit, minimize or correct environmental damage to water, air and soil, as well as problems related to waste, noise and eco-systems. SMEs from the eco-sector are oriented towards sustainable and eco-friendly solutions, and they make the natural target group for the Circular HRM project. The project will provide up-skilling opportunities for HR managers of SMEs of the eco sector, tackling the cross-national issue of skills mismatches and ageing workforce through the development of circular HRM training. Since 2003 HR Square, a Network for Labour Relations and Personnel Management comprises a print magazine, website, newsletters and an ever expanding array of seminars and conferences. Fundación Equipo Humano is a private non-for-profit foundation constituted in 2010. The aim of the Foundation is social and labour integration of people. The Foundation was created by experienced professionals from the HR consultancy field. At present, 20 people from different backgrounds are working in our organization, including psychology, political sciences, labour sciences, labour relations, law, etc. Particularly, FEH has specialised in the implementation of innovative techniques and strategies focused on Human Resources in areas such as, employee engagement, managing internal process and decision making, development and planning of organisational strategies and methods, relationships with clients and suppliers, work environment studies and outdoor trainings and experiential training on transversal skills such as leadership, creativity, entrepreneurship and time management, among others. The Foundation also works on employment and employability projects linked to as the regional governments of the Region of Valencia and Galicia. The addressed users are unemployed of all ages, and also population at risk of social exclusion (ethnic minorities, victims of domestic violence, migrants, and low qualified young and elder workers). |
